Traffic Calming Measures

One of my office’s top priorities is responding to traffic concerns from residents.
Solutions can include lowering speed limits, increased patrols and enforcement,
installing speed humps and stop signs and changing parking restrictions. We
have successfully brought hundreds of requested transportation measures to
North York Community Council and are currently working on over eighty active
requests. If you have any ideas for making your street safer or would like a slow

The following measures were approved at North York Community Council

1. Reduced the speed limit from 50 km/h to 40 km/h on Shaftesbury Street between Overbrook Place and Cavotti Crescent.

2. Parking Prohibition – Coneflower Crescent – 2017-04-04

1. Prohibited parking at all times on both sides of Coneflower Crescent, between Antibes Drive (west intersection) and Antibes Drive (east intersection).

2. Authorized compulsory stop control for northbound traffic on Coneflower Crescent at Antibes Drive (west intersection).

3. Authorized compulsory stop control for northbound traffic on Coneflower Crescent at Antibes Drive (east intersection).

3. Speed Limit Reduction – Faywood Boulevard between Wilson Avenue and Model Avenue/Vinci Crescent

1. Reduced the speed limit from 50 km/h to 40 km/h on Faywood Boulevard between Wilson Avenue and Model Avenue/Vinci Crescent.

4. All-Way Stop Control – Faywood Boulevard and Sunbeam Avenue

1. Approved the installation of an all-way stop control at the intersection of Faywood Boulevard and Sunbeam Avenue.

2. Directed Transportation Staff to study the area surrounding Faywood ABC School located at 95 Faywood Boulevard and report back with a Safety Plan Strategy that includes speed reductions, line painting at the all-way stop at Faith Avenue and Faywood Boulevard, yellow flashing beacon lights, school zone signage and children crossing pictographs to North York Community Council at the June 13, 2017 meeting.

5. Re-opening of North York Community Council Item NY15.56, headed “Tippett Road – Parking Bylaws”

1. Rescinded the 2 Hour permitted parking on the east side of Tippett Road from a point 61 metres south of Wilson Avenue to the south limit of Tippett Road.

2. Rescinded the no parking anytime on the east side of Tippett Road from Wilson Avenue to a point 61 metres south.

3. Approved “No Parking Anytime” on the east side of Tippett Road from Wilson Avenue to a point 132 metres south.

4. Approved “2 Hour Permitted Parking” on the east side of Tippett Road from a point 132 metres south of Wilson Avenue to the south limit of Tippett Road.

6. Parking Prohibition – Pannahill Road

1. Prohibited parking from 8:00 a.m. to 4:00 p.m., Monday to Friday on the south side of Pannahill Road between Shaftesbury Street and a point 145.5 metres west.

7. Final Report – Zoning By-law Amendment – Removal of the Holding (H) Symbol – 741 and 747 Sheppard Avenue West

1. City Council amend former City of North York Zoning By-law No. 7625, as amended by By-law 1307-2015 substantially in accordance with the Draft Zoning By-law Amendment, attached as Attachment 5 to the report (May 25, 2016) from the Director, Community Planning, North York District.

2. City Council authorize the City Solicitor to make such stylistic and technical changes to the Draft Zoning By-law Amendment as may be required.

8. Traffic Calming – Codsell Avenue between Bathurst Street and Wilson Heights Boulevard – 2016-05-10

1) Received the report (March 1, 2016) from the Director, Transportation Services, North York District.

9. Final Report – Part Lot Control Exemption Application – 55 Antibes Drive – 2016-06-14

1) City Council enact a Part Lot Control Exemption By-law with respect to Blocks 1, 2, and 3 on Registered Plan of Subdivision 66M-2509 as generally illustrated on Attachment 1 to the report (May 26, 2016) from the Director, Community Planning, North York District, to be prepared to the satisfaction of the City Solicitor and to expire two years following enactment by City Council.

2) City Council require the owner to provide proof of payment of all current property taxes for the subject lands to the satisfaction of the City Solicitor, prior to the enactment of the Part Lot Control Exemption By-law.

3) City Council authorize and direct the City Solicitor to register the Part Lot Control Exemption By-law on title.

4) City Council authorize the City Solicitor to make such stylistic and technical changes to the draft Part Lot Control Exemption By-law as may be required.

10. Tippett Road – Parking Bylaws – 2016-06-04

1) Rescinded the 60 minute permitted parking on the east side of Tippett Road from a point 61 metres south of Wilson Avenue to the south limit of Tippett Road.

2) Rescinded the no parking anytime on the east side of Tippett Road from Wilson Avenue to a point 61 metres south.

11. Speed Limit Reductions – Rockford Road between Bathurst Street and Fisherville Road – 2016-04-05

1) Rescinded the 40 km/h speed limit zone on Rockford Road between Sunnycrest Road (north intersection) and Bathurst Street.

2) Implemented a 40 km/h speed limit on Rockford Road between Bathurst Street and Torresdale Avenue.

3) Implemented a 30 km/h speed limit on Rockford Road from Torresdale Avenue to Sunnycrest Road (north intersection).

4) Implemented a 40 km/h speed limit on Rockford Road from Sunnycrest Road (north intersection) to Fisherville Road.

12. Stopping Prohibitions – Invermay Avenue – 2016-02-23

1) Prohibited parking at anytime on the south side of Invermay Avenue between a point 64 metres west of Bathurst Street and Faywood Avenue.

2) Prohibited stopping at anytime on the south side of Invermay Avenue between Bathurst Street and a point 64 metres west.

13. Traffic Safety Study – Steeles Avenue West and Torresdale Avenue/Thurman Road – 2015-09-08

1) City Council direct Transportation Services to proceed with the improvements to the intersection of Steeles Avenue West and Torresdale Avenue/Thurman Road as follows:

a. Centre median extensions on the west and east leg;

b. Relocate the existing pedestrian crossings outward on the west and east leg;

c. Relocate/install pedestrian pushbuttons adjacent to the north/south crossings; and

d. Review the location of the existing transit shelter on the southwest corner of the intersection behind the existing sidewalk.

14. Eastbound Left Turn Prohibition – 4400 Bathurst Street – 2015-09-08

1) Referred this issue to Transportation Services with a request to continue to monitor this location and report back to North York Community Council should there continue to be safety concerns.

2) Directed Transportation Staff to install a “Do Not Block Driveway” sign to the north of the driveway at 4400 Bathurst Street.

15. Final Report – Part Lot Control Exemption Application – 5, 7, 9-12 Wingstem Court – 2015-06-16

1) City Council enact a Part Lot Control Exemption By-law with respect to the subject lands at 5, 7, and 9 – 12 Wingstem Court (Lots 22, 24, and 25 on Plan 66M-2507) as generally illustrated on Attachment 1 to the report (October 16, 2015), from the Director, Community Planning, North York District, to be prepared to the satisfaction of the City Solicitor and to expire two years following enactment by City Council.

21. Traffic Safety Study at Steeles Avenue and Torresdale – 2015-09-08

1) Requested the Director, Transportation Services, North York District, to conduct and complete a safety study and report back with recommendations on how to improve safety at this intersection by the January 2016 North York Community Council Meeting.

22. Payment-In-Lieu of Parking – 3795 Bathurst Street – 2015-09-08

1) City Council exempt the applicant at 3795 Bathurst Street from former City of North York Zoning By-law No. 7625 parking requirements of twenty-four (24) spaces and City-wide Zoning By-law 569-2013 parking requirement of seven (7) parking spaces, subject to a $17,500.00 payment-in-lieu of parking, providing the applicant signs a Payment-In-Lieu of Parking Agreement with the City, to the satisfaction of the City Solicitor.

23. All-Way Stop Control – Delhi Avenue and Northmount Avenue – 2015-02-18
1) Approved the installation of an all-way stop control at the intersection of Delhi Avenue and Northmount Avenue.

24. Turn Prohibition – Tillplain Road (William Lyon Mackenzie Collegiate Institute) – 2015-02-18

1) Received the report (July 10, 2014) from the Director, Transportation Services, North York District.

25. All-Way Stop Control – Armour Boulevard and Romney Road *

1) Deferred consideration of the report (March 4, 2015) from the Director, Transportation Services, North York District, to its next meeting on May 12, 2015, and requested a further report providing a map of all speed hump traffic calming measures, stop signs and posted speeds as well as any reasonably recent traffic and speed monitoring on the following route:

a. From Bathurst Street and York Downs Drive to Armour Road, southbound to Bombay Avenue and eastward to the point of Avenue Road.

29. All-Way Stop Control – Maxwell Street and Combe Avenue/Hove Street – 2015-01-13

1) Approved the installation of an all-way stop control at the intersection of Maxwell Street and Combe Avenue/Hove Street.

30. 40 km/h Speed Zones – Banting Avenue, Embro Drive, Findlay Boulevard and Reiner Road – 2015-01-13

1) Approved the implementation of a 40 km/h speed limit on Banting Avenue.

NYCC Traffic Related Decisions (2010-2014)

1. Through Traffic Restriction – Kennard Avenue and William R. Allen Road

1) City Council deny the installation of a westbound through prohibition, cyclists excepted, from 7:00 a.m. to 9:00 a.m. and 4:00 p.m. to 6:00 p.m., Monday to Friday at the intersection of Kennard Avenue and W.R. Allen Road.

2) City Council approve the intersection modifications to add a westbound right-turn lane conditional upon funding, design and construction from Rimrock Plaza Inc. (Herefordshire Capital Corporation).

3) City Council direct Transportation Services to request the City’s Legal Division to introduce the appropriate Road Alterations By-law to permit the intersection modifications to add a westbound right-turn lane on Kennard Avenue, west of Dufferin Street/W.R. Allen Road to facilitate a four lane cross section, three outbound lanes (left, through and right turn lanes) and one inbound lane.

2. 40 km/h Speed Zone – Delhi Avenue

1) Approved the deletion of a 40 km/h speed limit zone on Delhi Avenue between Westgate Boulevard and Ridley Boulevard.

2) Approved the implementation of a 40 km/h speed limit zone on Delhi Avenue between Bathurst Street and Ridley Boulevard.

3. 40 km/h Speed Zone – Westgate Boulevard

1) Approved the deletion of a 40 km/h speed limit zone on Westgate Boulevard between Southbourne Avenue and Delhi Avenue.

2) Approved the implementation of a 40 km/h speed limit zone on Westgate Boulevard between Southbourne Avenue and the north limit of Westgate Boulevard.

4. All Way Stop Control – Overbrook Place and Shaftesbury Street

1) Approved the installation of an All Way Stop Control at the intersection of Overbrook Place and Shaftesbury Street.

5. Parking Prohibitions – Yeomans Road

1) Approved the installation of no parking on the east side of Yeomans Road from Sheppard Avenue West to Alexis Boulevard from Monday to Friday, 8 a.m. to 6 p.m.

6. Parking Regulations – Hove Street

1) Approved the removal of no parking anytime, on the south side of Raeburn Avenue from Bathurst Street to a point 91.5 metres east of Bathurst Street.

2) Approved the installation of no parking anytime, on the south side of Raeburn Avenue from a point 30 metres east of Bathurst Street to a point 61.5 metres further east.

3) Approved the installation of a school bus loading zone at all times on the south side of Raeburn Avenue from a point 9 metres east of Bathurst Street to a point 21 metres further east.

4) Approved the installation of no stopping anytime on the south side of Raeburn Avenue from Bathurst Street to a point 30 metres east.

8. Turn Restrictions – Cedar Springs Grove (Charles H. Best Middle School)

1) Approved the installation of a westbound left turn anytime prohibition on Cedar Springs Grove to 285 Wilmington Avenue (Charles H. Best Middle School) from a point 70 metres east of Wilmington Avenue.

2) Approved the installation of an eastbound right turn anytime prohibition on Cedar Springs Grove to 285 Wilmington Avenue (Charles H. Best Middle School) from a point 70 metres east of Wilmington Avenue.

a. Fronting 3887A Bathurst Street (on Edinburgh Drive);
b. Fronting 34 Edinburgh Drive;
c. Fronting 21 Edinburgh Drive; and

2) Approved the reduction of the maximum speed limit on Edinburgh Drive, to 30 km/h, to coincide with the installation of the speed humps.

59. Parking Prohibitions – Bainbridge Avenue

1) Approved the removal of the “No Parking Anytime” prohibition on the north side of Bainbridge Avenue from the westerly limit of Bathurst Street to the easterly limit of Hammel Street.

2) Approved the removal of the “No Parking Anytime” prohibition on the south side of Bainbridge Avenue from the westerly limit of Bathurst Street to a point 72 metres west of the westerly limit of Bathurst Street.

3) Approved the parking prohibition from 7:00 a.m. to 6:00 p.m., Monday to Friday, on both sides of Bainbridge Avenue from Bathurst Street to Yeomans Road.

60. Draft By-law – To Permanently Close the Easterly Portion of Westgate Boulevard
1) Deferred consideration of the draft by-law from the City Solicitor, to permanently close the easterly portion of Westgate Boulevard, to its meeting on September 12, 2011.

2) Requested the appropriate staff from the Toronto Water Division to attend the meeting of the North York Community Council on September 12, 2011.

61. Proposed Permanent Closure and Sale of a portion of Wilson Heights Boulevard abutting No. 222 Combe Avenue

1) City Council permanently close the portion of the public highway shown as Part 1 on the Reference Plan 66R-25327 (the “Highway”) attached to the report (March 30, 2011) Report from the Director, Transportation Services Division, North York District.

2) City Council enact a by-law substantially in the form of the draft by-law shown as Attachment 2 to the report (March 30, 2011) Report from the Director, Transportation Services Division, North York District.

62. Traffic Control Signal Installation, Road Alteration By-Law and Traffic Control Restrictions – Sheppard Avenue West and Bryant Street/Yeomans Road

a. City Council approve the installation of traffic control signals on Sheppard Avenue West at Bryant Street/Yeomans Road.

b. City Council direct the City’s Legal Division to introduce the appropriate “Road Alterations By-Law” to permit the reconfiguration of Yeomans Road as illustrated in Attachment 2 to the report (February 14, 2011) from the Director, Transportation Services Division, North York District.

c. City Council prohibit southbound through movements from Bryant Street at the intersection of Sheppard Avenue West and Bryant Street/Yeomans Road at anytime.

d. City Council prohibit northbound through movements from Yeomans Road at the intersection of Sheppard Avenue West and Bryant Street/Yeomans Road at anytime.

e. City Council designate the westerly southbound lane on Bryant Street for right turning vehicles only, from Sheppard Avenue West to a point 30.5 metres north.

f. City Council designate the easterly northbound lane on Yeomans Road for right turning vehicles only, from Sheppard Avenue West to a point 30.5 metres south.

63. Left Turn Prohibition – Maxwell Street (724 Sheppard Avenue West

1) Amended Schedule XV of By-law No. 31001, of the former City of North York to prohibit eastbound left turns at all times, from first driveway of 724 Sheppard Avenue West located on the west side of Maxwell Street.

64. Left Turn Prohibition/Pedestrian Crossing Prohibition – William R. Allen Road and Kennard Avenue

1) City Council amend the existing by-law to delete the westbound left turn prohibition anytime at the intersection of William R. Allen Road and Kennard Avenue.

2) City Council amend the existing by-law to delete the pedestrian crossing prohibition on William R. Allen Road, between a point 30.5 metres south of the south curb line of Kennard Avenue and a point 30.5 metres north of the north curb line of Kennard Avenue.

65. 40 km/h Speed Zone – Pannahill Road, Kennard Avenue, Clifton Avenue, Combe Avenue, Acton Avenue, Brighton Avenue, Searle Avenue, Honiton Street and Shaftesbury Street

a. Amended By-law No. 31878, of the former City of North York, by designating Pannahill Road from Overbrook Place to Shaftesbury Street as a 40 km/h speed limit zone.

b. Amended By-law No. 31878, of the former City of North York, by designating Kennard Avenue from Wilson Heights Boulevard to Wilmington Avenue as a 40 km/h speed limit zone.

c. Amended By-law No. 31878, of the former City of North York, by designating Clifton Avenue from Wilson Heights Boulevard to Wilmington Avenue as a 40 km/h speed limit zone.

d. Amended By-law No. 31878, of the former City of North York, by designating Combe Avenue from Dufferin Street to Wilmington Avenue as a 40 km/h speed limit zone.

e. Amended By-law No. 31878, of the former City of North York, by designating Acton Avenue from Dufferin Street to Wilmington Avenue as a 40 km/h speed limit zone.

66. All Way Stop Control – Kennard Avenue and Shaftesbury Street

1) Amended Schedule XVIII of By-law 31001 of the former City of North York, by deleting Shaftesbury Street as a through street, from the southerly limit of Overbrook Place to the northerly limit of Clifton Avenue.

2) Amended Schedule XVIII of By-law 31001 of the former City of North York, by adding Shaftesbury Street as a through street, from the south limit of Overbrook Place to the north limit of Kennard Avenue.

3) Amended Schedule XIX of By-law 31001 of the former City of North York, to require traffic to stop on Kennard Avenue, east and west of Shaftesbury Street, at the intersection of Kennard Avenue and Shaftesbury Street.

4) Amended Schedule XIX of By-law 31001 of the former City of North York, to require traffic to stop on Shaftesbury Street, north and south of Kennard Avenue, at the intersection of Kennard Avenue and Shaftesbury Street.

67. Installation of an On-Street Loading Zone for Persons with Disabilities – Wilson Heights Boulevard

1) Amended Schedule IX of By-law No. 31001 of the former City of North York, to delete the “No Stopping, Anytime” prohibition on the east side of Wilson Heights Boulevard, from the northerly limit of Wilson Avenue to the northerly limit of Wilson Heights Boulevard.

2) Amended Schedule IX of By-law No. 31001 of the former City of North York, to install a “No Stopping, Anytime” prohibition on the east side of Wilson Heights Boulevard, from Wilson Avenue to a point 148 metres north of Reiner Road.

3) Amended Schedule IX of By-law No. 31001 of the former City of North York, to install a “No Stopping, Anytime” prohibition on the east side of Wilson Heights Boulevard, from a point 154 metres north of Reiner Road to the north limit of Wilson Heights Boulevard.

4) Designated an on-street accessible loading zone for persons with disabilities on the east side of Wilson Heights Boulevard, from a point 148 metres north of Reiner Road to a point 6.0 metres north thereof.

68. All Way Stop Control – Bainbridge Avenue and Yeomans Road

1) Amended Schedule XVIII of By-law 31001 of the former City of North York, by deleting Yeomans Road as a through roadway from the southerly limit of Reiner Road to the northerly limit of Almore Avenue.

2) Amended Schedule XVIII of By-law 31001 of the former City of North York, by adding Yeomans Road as a through roadway from the south limit of Reiner Road to the north limit of Bainbridge Avenue.

3) Amended Schedule XVIII of By-law 31001 of the former City of North York, by adding Yeomans Road as a through roadway from the south limit of Bainbridge Avenue to the north limit of Almore Avenue.

4) Amended Schedule XIX of By-law 31001 of the former City of North York, to require traffic to stop on Bainbridge Avenue, east and west of Yeomans Road, at the intersection of Bainbridge Avenue and Yeomans Road.

5) Amended Schedule XIX of By-law 31001 of the former City of North York, to require traffic to stop on Yeomans Road, north and south of Bainbridge Avenue, at the intersection of Bainbridge Avenue and Yeomans Road.

69. Left Turn Prohibitions – Clanton Park Road and Wilson Heights Boulevard

1) Amended Schedule XV of By-law No. 31001, of the former City of North York, by deleting the westbound left turns at anytime from Clanton Park Road at Wilson Heights Boulevard.

2) Amended Schedule XV of By-law No. 31001, of the former City of North York, by deleting the southbound left turns at anytime from Wilson Heights Boulevard at Clanton Park Road.

70. Parking Prohibitions – Shaftesbury Street

1) Amended Schedule VIII of By-law No. 31001, of the former City of North York, to prohibit parking on the east side of Shaftesbury Street between Overbrook Place and Barksdale Avenue, from 8:00 a.m. to 4:00 p.m., Monday to Friday.
